Replace requests with httpx in all scripts

Migrated `validate_glfm.py` from `requests` to `httpx`. Added TID251 ruff ban rule for `requests` imports. Removed `types-requests` from dev dependencies. `sync_gitlab_docs.py` was already using httpx.
